Li Keqiang proposed in the government work report that we should vigorously improve agricultural production and promote the overall revitalization of rural areas. Improve and strengthen agricultural support policies, continue to promote the development of poverty-stricken areas, promote agricultural harvests and increase farmers' income.

Strengthen the stable production and supply of important agricultural products such as grain. Stabilize the grain sowing area, strengthen summer grain field management for late sowing of wheat, and promote increased production of soybeans and oil crops. Appropriately increase the minimum purchase price of rice and wheat. We will ensure the supply and price stability of agricultural inputs such as fertilizers, re-issue agricultural input subsidies to grain-growing farmers, and increase support for main production areas so that farmers can have reasonable returns from growing grains and main-producing areas have internal motivation to grab grains. We must resolutely hold on to the red line of 1.8 billion acres of cultivated land, establish permanent basic farmland, and effectively curb the "non-agriculturalization" of cultivated land and prevent the "non-grainification" of cultivated land.

We will strengthen the transformation of medium- and low-yield fields, build 100 million acres of high-standard farmland, and build and renovate a number of large and medium-sized irrigation areas. Increase efforts to protect black soil and comprehensively utilize saline-alkali lands. The third national soil census was launched. Accelerate the revitalization of the seed industry, strengthen the research, promotion and application of agricultural science and technology, and improve the level of agricultural machinery and equipment. Improve the ability to prevent and control agricultural meteorological disasters and prevent and control animal and plant diseases. Strengthen the regulation of pig production capacity and ensure the production and supply of livestock, poultry, aquatic products, vegetables, etc. All regions have responsibilities to ensure national food security, and regions where grain is transferred must stabilize grain production. All parties must work together to fill the "rice bags" and enrich the "vegetable baskets", and firmly hold the rice bowls of more than 1.4 billion Chinese people in their own hands.

Comprehensively consolidate and expand the results of poverty alleviation. Improve and implement the monitoring and assistance mechanism to prevent return to poverty to ensure that large-scale return to poverty does not occur. Support poverty-stricken areas to develop specialty industries, strengthen labor cooperation and vocational skills training, and promote the continued increase in income of people who have emerged from poverty. We will strengthen assistance measures in key counties supporting national rural revitalization, provide follow-up support for relocation, deepen collaboration between the east and west, targeted assistance and social assistance, and enhance the self-development capabilities of poverty-stricken areas.

We will solidly and steadily advance rural reform and development. After the second round of land contracting expires, the county-wide pilot project will be extended for another 30 years. Deepen the reform of supply and marketing cooperatives, collective property rights, collective forest rights, state-owned forest farms, and agricultural reclamation. Strengthen rural financial services and accelerate the development of rural industries.

Strictly regulate the withdrawal of villages and protect traditional villages and rural features. Launch rural construction actions, strengthen infrastructure construction such as water, electricity, gas, telecommunications, and mail, and promote rural toilet renovation and sewage and garbage treatment in accordance with local conditions. Carry out in-depth construction of civilized villages and towns. Strengthen the management of wage arrears for migrant workers, support the employment and entrepreneurship of migrant workers, and provide farmers with more channels to work and increase their income.

Li Keqiang introduced in the government work report that the past year has strengthened ecological and environmental protection and promoted sustainable development. Consolidate the achievements of the battle to defend blue skies, clear water and pure land. Promote the reduction of chemical fertilizers and pesticides to increase efficiency and the resource utilization of livestock and poultry breeding waste. We will continue to promote major ecological protection and restoration projects and fully implement a ten-year fishing ban in the Yangtze River . The installed capacity of renewable energy power generation exceeded 1 billion kilowatts. Launch an action plan to peak carbon emissions. Launch a national carbon emissions trading market. Actively address climate change.
